Queensland Train Manufacturing Program (QTMP)
The Queensland Train Manufacturing Program (QTMP) is a $9.5 billion Queensland Government initiative to deliver 65 new six-car trains, supported by a manufacturing facility at Torbanlea (Fraser Coast) and a 66-hectare maintenance and stabling facility at Ormeau on the Gold Coast.
It is one of Australia’s most significant investments in passenger rail infrastructure.
Challenge
Rise Horizon was engaged in the Ormeau facility, a critical part of QTMP. This element of the program faced schedule pressures driven by design inputs and evolving client requirements. Demonstrating entitlement to extensions of time became essential to manage project risks and maintain delivery certainty.
Solution
We prepared structured, evidence-based extension of time claims, built on rigorous record review and critical path delay analysis. Each submission was presented in a clear and defensible format, enabling project leaders to understand entitlement and the impact of delay events on project completion.
