Doha Metro | Gold Line Arbitration

The Doha Metro Gold Line (“Historic Line”) is an east-to-west driverless rapid transit line in Doha. It was delivered under a US$4.4 billion design-and-build contract, the most extensive single construction package on the Doha Metro. The line runs via the Msheireb interchange from Ras Bu Abboud to Al Aziziyah, over approximately 14 km with 11 stations. It is a flagship component of Qatar’s national rail program.
Challenge
Within the workstream program, 48 key milestones carried the risk of exposure to delay damages. The project was subject to significant changes and delays. Its complexity, with numerous concurrent activities and a substantial number of interfaces, created risk to both entitlement and timely completion. Demonstrating entitlement to extensions of time on such a large-scale project, where workstreams and interfaces were continually changing, was a significant challenge for the project team.
Solution
We undertook a detailed forensic delay analysis and prepared structured, evidence-based extension of time submissions. This included analysing delays across multiple workstreams and 48 key milestones, which were exposed to delay damages. In total, we compiled a factual record of over 550 delay events to demonstrate the impact of each delay on the respective milestones.
Outcome
The work provided a comprehensive evidential base for arbitration proceedings under ICC Rules. By delivering a well-structured claim and factual delay analysis, the case was clearly presented, readily understood by independent experts, and supported the advancement of the Claimant’s position in a complex dispute.
